TOWN OF WORCESTER, VERMONT MINUTES OF THE SELECTBOARD-REGULAR MEETING December 21, 2015 Select board members present: Roger Strobridge Cheri Goldstein James “Ted” Lamb Guests present: Carl Witke, Dan Carrier, Collin O’Neil, Katie Winkeljohn, Brian Powers, Hillary Niles, Joe Audet, Will Sutton The meeting was called to order by Roger at 6:27 p.m. Cheri moved to accept the minutes of the December 7, 2015 Selectboard meeting. Roger seconded. Motion passed. Public Input: None New Business: Carl Witke, Worcester’s representative to the Wrightsville Recreation District (WRD), requested that the Selectboard ratify the recent decision of the WRD Board to increase the per capita tax ceiling from $.50 to $1.50. All municipalities in the union will have to ratify the WRD Board’s decision to increase the per capita ceiling in order for it to take effect. In addition, they stated that for 2016 the WRD Board will be seeking a $.40 per capita increase to $.90 per capita. Cheri motioned to to ratify the Wrightsville Recreation District’s decision to increase the per capita ceiling from $.50 to $1.50. Ted seconded. Motion passed. Joe Audet informed the Board that the State is requiring he obtain a permit in order to operate a salvage yard at his current location. The Selectboard unanimously signed a certificate of approval for location of a salvage yard, which will be submitted to the State. Fire Chief, Will Sutton, reported he received notice from central dispatching that annual dues will increase 9% for 2016. In addition, he’s working with mutual aid on how to deal with the new radio tower that was installed in Alburg and now interferes with local radio signals. Interior painting of the garage is scheduled for February 2016. DRAFT Brian reported that the highway department is slightly under budget for 2015. Roger reported there’s been a complaint about logs being placed along side Shepard Hill trail. Shepard Hill is a three-pole right-away, which means there needs to be 24 feet 6 inches of free travel on both sides of the mid-line of the trail. The Selectboard agreed the logs need to be re- moved. Old Business: Budget discussions continued. Final budget will hopefully be finalized at the next regularly-scheduled Selectboard meeting. Correspondence: Emergency Medical Services (EMS) from Montpelier informed the Select- board that EMS services (ambulance) will increase 3.5% in 2017 due to rising workman’s com- pensation costs. Announcements: The next regularly-scheduled Selectboard meeting will be on January 4 at 6:30 pm at the Worcester Town Clerk’s Office. Bills: Signed as presented.
